NEB PROPOSES ADOPTION OF NEW CSA SECURITY MANAGEMENT STANDARD
"On November 26, the National Energy Board published a Notice of Proposed Regulatory Change as pertains to security management programs for pipeline companies under NEB regulation. Under consideration is the replacement of PRC 2006-01, the interim Proposed Regulatory Change around security management programs, with CSA Standards’ newly released standard for Security Management for the Petroleum and Natural Gas Industry, CSA Z246.1-09.
The Standard is based on the premise that security risks are managed using a risk-based approach to provide a framework to protect energy infrastructure from malicious damage. It includes criteria for establishing a security management program to ensure security threats and associated risks are identified and managed, and is scalable, ensuring it may be used by small operators as well as large companies. It also provides mitigation and response processes and procedures to prevent and minimize the impact of security incidents that could adversely affect people, the environment, assets, and economic stability.
Developed by a technical committee comprised of members of government, industry and security consultants, CSA Z246.1-09 represents a three year joint effort to develop a consensus document that could assist and guide all parties in improving the security of the Canada’s Petroleum and Natural Gas Industry Systems.
As a result of the release of CSA Z246.1-09, the Board is considering the replacement of existing PRC 2006-01 through Notice of Proposed Regulatory Change NOPRC 2009-01. The Board invites all regulated companies and interested parties to provide comments."
