  *As the industry has not gone through a fiscal compliance period, this is a preliminary guideline that is scheduled to be updated in Fall 2008. The March 15th deadline is for preliminary comments in the event there is a major concern that will necessitate a change to the version as currently proposed.
  
  Comments received from industry after the March 15th and March 31st dates will be compiled by PASC for the CAPP GHG Working Group. In Fall 2008, the CAPP GHG Working Group will reconvene to address comments received and apply the learnings, experiences and examples with a view to expanding the guideline to provide a more up-to-date and broader document than this version.
